About this webinar
Following the recent Budget announcement, Local Authorities need to have a mechanism in place to identify which business rates properties qualify for the Retail, Hospitality and Leisure (RHL) multipliers. A key element of this is being able to ascertain the use of a property and not the occupation of it. This has the potential to be a fairly labour intensive task if Local Authorities were to manually review each and every business rates property and assign the correct multiplier. It is also fairly subjective, what one Local Authority categorises as a retail, hospitality or leisure based business, another may not.   

This webinar will highlight how using HUB, a solution initially developed to identify SBRR fraud and contains 99% of all English business ratepayer details, will address the issue of automatically assigning multipliers to business rates properties.

Using HUB, Local Authorities will be able to view each business in their area, their related SIC code and the exact nature of business a building is being used for and the relevant multiplier that should be applied. The session will also identify how flexibility has been built into the solution so that Local Authorities can override default settings on how a multiplier has been assigned, to take into account local considerations. Not all cases will be straight forward and the session will also showcase how Local Authorities can drill down into specific cases to re-assign or assign appropriate multipliers.

Duncan Baxter IRRV (Hons)
Director, Destin Solutions
Duncan worked for Lancaster City Council for 16 years and held a number of positions within Revenues Services. Since then Duncan has worked as a Consultant and Project Manager for a large private sector software company.  As a Founding Director of Destin Solutions, he has been involved with Business Process Re-engineering in Revenues & Benefit services, creation of Electronic Procedure Manuals, software configuration and report writing. He is a member of the Institute of Revenues Rating and Valuation (IRRV), is a past president of the Lancashire & Cheshire IRRV Association and has spoken at IRRV Conferences both national and locally.


Alistair Townsend, Consultant
Alistair is a Past President and National Council member of the IRRV. He is currently Commercial Services Portfolio Holder and Policy & Resources Committee member. He is also a Past President of the East Midlands Association and a former examiner in Council Tax Law.

He has worked within Local Taxation, Revenues and Benefits throughout his career and remains an active contributor at conferences and in government Working Groups. After some 28 years working in Revenues and Benefits on an employed basis, Alistair established his own business as a consultant specialising in Local Taxation, Revenues & Benefits and local authority Debt Collection.
