Many local authorities are welcoming the Government’s enthusiasm for transferring power to a local level. There would seem to be a lot of sense in giving the bodies with local knowledge the ability to respond to local needs and circumstances.
However, with power comes responsibility and risk. To manage risk, Councils need the ability to access accurate data about their citizens, and quickly model the impact of changes.

Localising support for Council Tax
The Government intends there to be local power to run a scheme to replace the current Council Tax Benefit system. However, overall expenditure in this area will be cut by 10%. Having greater control over fewer resources puts councils in a very difficult position. The management of a demand based benefit from a fixed (and smaller) cash funding pot will prove a significant challenge. Getting your predictions badly wrong is not an option.
The Government has also overhauled the funding of Council housing. The Localism Act 2011 has brought in financial autonomy for Councils owning their own housing stock. Government has made certain assumptions about reasonable ongoing income and expenditure for the housing service, and has established a ‘buy out’ figure that will allow them to exit the current subsidy regime. They will then need to rely on the robustness of their own business plan to ensure they are managing their own risk from that point.
