Enlight Procedure Manual

When Ashfield District Council needed an experienced management consultant to carry out a review of their Revenues and Benefits Service they selected Duncan Baxter to complete the engagement.
 
Duncan first carried out a stakeholder consultation exercise in order to establish the needs of claimants, employees and 3rd parties involved in delivering the service.
 
Following a thorough service review, Duncan made recommendations for changes, to better align the service with the needs of the stakeholders. The Project Steering Group analysed and discussed the implications of the recommendations on customers and staff, so that Ashfield District Council could make a balanced judgement about the timetable for implementing them.
 
Following agreement of the changes the new procedures and practices were brought together in an electronic procedure manual and organised so that staff could instantly access the information required to carry out their work.
 
Duncan also oversaw the training and development of staff and local stakeholders in the new procedures and practises.
