The year ahead is arguably going to be one of the most challenging facing Local Authorities, with the introduction of Breathing Space, the ongoing fallout from the COVID pandemic, the implications of Brexit and the general economic situation.

Our Director Duncan Baxter looks at how Local Authorities can use technology to overcome some of the issues these situations have created to help maximise income and manage citizen debt in the most effective way. The session will also look at the recent budget announcements and identify some of the key areas that will impact Authorities and the mitigating actions that can be taken.

Duncan will be showcasing Fusion our single view of debt solution and the case management system that has recently been added to it, to enable Authorities to log any incoming cases that have been granted Breathing Space.

Fusion is a debt recovery reporting tool that brings a Local Authorities debt data spread across different departments and teams altogether in one place by taking data from all your different systems including Council Tax, Benefits, Housing Rents, Parking Service and Non-domestic rates.

With this data Local Authorities can run a variety of reports and use it to proactively target or intervene on problem accounts earlier on to help identify where citizens could perhaps benefit from the Council Tax Reduction Scheme or benefit from Welfare Team advice. The case management aspect of Fusion will enable Authorities to pass any relevant Breathing Space case details on to the associated debt department and to keep a track of where those cases are in the process.

Alongside this he will show how our Data Services solution can be used in conjunction with this to provide more detailed information on the finances of a debtor, such as credit statements, to get a better handle on their ability to pay.

Duncan Baxter IRRV (Hons)

Duncan worked for Lancaster City Council for 16 years and held a number of positions within Revenues Services. Since then Duncan has worked as a Consultant and Project Manager for a large private sector software company. As a Founding Director of Destin Solutions, he has been involved with Business Process Re-engineering in Revenues & Benefit services, creation of Electronic Procedure Manuals, software configuration and report writing. He is a member of the Institute of Revenues Rating and Valuation (IRRV), is a past president of the Lancashire & Cheshire IRRV Association and has spoken at IRRV Conferences both national and locally.

Peter Haywood IRRV (Tech)
Account Manager, Destin Solutions

Peter has worked in Revenues and Benefits departments across four councils spanning 28 years, and most recently as Revenues and Benefits Manager at South Ribble Borough Council prior to joining Destin Solutions as an Account Manager. Peter is a past President and an active member of the Lancashire and Cheshire Association of the IRRV, a regular speaker at their events and seminars, he is knowledgeable on current issues affecting local taxation and benefits services.
