Local Authority collections has never been more challenging nor under such a great degree of scrutiny. Collecting payment of outstanding debts needs to occur in an ethical but effective way that does not plunge debtors into a worse situation.
Featuring guest speaker, Julie Smethurst a revenues expert from Dukes Bailiffs Limited, Julie will focus on how, with many people experiencing financial issues for the first time and in a state of shock and apprehension, to identify those most vulnerable.
Julie will provide some insight on key skills required for recognising a vulnerable customer or situation and focus on questions your collections team or agency need to be asking. For example: How do collections teams spot signs and red flags, how do you actually define vulnerability within your Local Authority – both in terms of an individual or the situation they may find themselves in?
Julie will also cover the Mental Capacity Act 2005 and the five statutory principles around it as well as establishing the difference between Mental Health and Mental Capacity and the ability to make decisions on this basis.
This session will also provide a brief overview of Destin Solutions ‘Data Services’ solution which provides a sophisticated, intelligent led approach to recovery, enabling Authorities to better understand their customer, their current situation with regards to vulnerability and to determine the most appropriate recovery option based on detailed data and analysis.

Julie Smethurst IRRV (Hons)

Julie began her local government career with Oldham MBC in 1991 in Community Charge. Over the next 15 years, she moved between different sections and roles within revenues until 2006 when she left to take up the post of Local Taxation Manager with Lancaster City Council. In 2010 she became the Revenues Manager for Preston and Lancaster shared revenues and benefits service.
In 2020, she took the role of Client Partnership Manager with Dukes Bailiffs Limited. A regular presenter at industry events, Julie is also a member of the Institute of Revenues Rating and Valuation (IRRV) and is a past president of the Lancashire & Cheshire IRRV Association.
Duncan Baxter IRRV (Hons)
Director, Destin Solutions
Duncan worked for Lancaster City Council for 16 years and held a number of positions within Revenues Services. Since then Duncan has worked as a Consultant and Project Manager for a large private sector software company. As a Founding Director of Destin Solutions, he has been involved with Business Process Re-engineering in Revenues & Benefit services, creation of Electronic Procedure Manuals, software configuration and report writing. He is a member of the Institute of Revenues Rating and Valuation (IRRV), is a past president of the Lancashire & Cheshire IRRV Association and has spoken at IRRV Conferences both national and locally.
